As specialists in criminal law, Husabø (law. U. of Bergen, Norway) and Bruce, an adviser to the Norwegian Ministry of Justice, were shocked into action when the United Nations Security Council assumed the role of legislator, and alerted to implications of similar measures by the European Union. After reviewing general features of the legislation by the two international bodies, they discuss such provisions as the process of implementation in national criminal law, terrorist offenses, offenses relating to a terrorist group, financing terrorism, other planning and preparation of terrorism, the scope of national jurisdiction, and the exclusion of actions by military forces and resistance movements.
