A professor of Chinese history at the University of California-Davis, Lo (1912-81) completed the manuscript in 1957 but died without arranging for it to be published. Elleman (maritime history, US Naval War College) found the manuscript in the university's archives in 2004 and arranged with Lo's family to edit it for publication. It covers factors contributing to China's maritime expansion, the Southern Song period 1127-1279, the Yuan period 1260-1367, and the collapse of the Yuan and rise of the Ming.
