This is a case study of the implementation and effectiveness of the US economic embargo on Cuba that focuses on the behavior of transnational or non-state players such as multinational corporations, migrants, international travelers, indirect investors, and food exporters as potential underminers of US foreign policy objectives. Spadoni (political science, Augusta State U.) provides evidence for two main hypotheses in the study. The first is that the Helms-Burton Act of 1996, which aimed to disrupt foreign investment and make Cuban access to external financing more difficult, largely failed in its objectives and the second is that large amounts of hard currency continued to be transferred into the Cuban economy through legal and illegal visitors and remittances by Cuban exiles, as well as through US telecommunication payments and US indirect investments in foreign companies that operate in Cuba.
