Based on their years of experience working with a broad range of English learners (ELs) and their teachers, Fisher, Frey (both literacy, San Diego State U., and Health Sciences High and Middle College), and Rothenberg's (New Arrival Center, San Diego Unified School Dist.) practical guide explains how to use response to intervention (RTI) as a means for articulating sound, culturally responsive teaching for ELs at risk of failure. The authors provide a process for school improvement that professional learning communities can use and specific guidelines for applying the RTI construct to the identification of ELs who need supplemental and intensive intervention, and perhaps a referral to determine eligibility for special education services. Each chapter includes solutions that teachers, parents, and school systems can use to ensure ELs are able to access the core curriculum and achieve at high levels.
