In this report, Smith, Saunders, Stuckhardt, and McGinnis, who ledthe Institute of Medicine Committee on the Learning Health Care System in America, explore ways that the US health care system can continuously learn and improve and adopt new knowledge more rapidly. The report outlines challenges facing the health care system--the increasing complexity of modern medicine, the rising cost of care, and capturing new technologies, innovations, and approaches--and how to overcome them through new methods for generating and disseminating health care knowledge; patient, family, and community engagement; approaches for increasing the value achieved by the system; and creating a new culture of care. It ends with a summary of actions recommended for each stakeholder to achieve the vision of a learning health care system. The report builds on earlier Institute of Medicine studies and summaries of workshops conducted by the Roundtable on Value & Science-Driven Health Care, and draws on comments and suggestions from health care leaders and organizations.
