According to Calder (land use and water resources research, U. of Newcastle upon Tyne, UK), new understanding of the land use/water resource system, wider embrace of a people-focused equity and poverty alleviation development agenda, and new tools and methodologies for water resources management constitute a "blue revolution" roughly analogous to the "green revolution" that helped expand agricultural productivity worldwide. He reviews the progress of this revolution, describing its philosophical underpinnings and theoretical contributions to knowledge of the relationship between land use and water resources, especially in terms of the role of forests.
