Zhong (applied social studies, City U. of Hong Kong, China) applies the concept of social capital to explore the tensions between communitarianism and crime in the Chinese city of Shenzhen, a city experiencing rapid economic growth and exploding crime rates. He explores the role of social capital or its Chinese equivalent, guanxi, in the everyday life of Chinese cities. He then discusses the role of such Chinese social institutions as the household registration system, the neighborhood committee, the work unit, and the public security bureau in controlling and preventing crime, illustrating the community-based nature of the Chinese social control system and how the concept of social capital can be deployed to understand its working rationales. He then focuses on the implementation of the community crime prevention strategy, Building Little, Safe and Civilized Communities, and examines its results in terms of the manifesting of bonding and bridging (social) capital in two contrasting Shenzhen communities.
