An associate of the Institute, Cockayne led a team of other researchers with the organization to produce a feasibility study examining the options for implementing and enforcing a set of standards regarding private military and security companies that has been agreed by such powerful states as the US, Britain, and China. It provides five blueprints for developing a global framework. Drawing on existing examples, it discusses watchdogs, courts and tribunals, accreditation regimes, clubs, and harmonization schemes.
