In response to the growing use of ex ante evaluation of legislation, this volume collects 11 papers by European specialists on ex ante evaluation from the fields of law, social science, political science, and law and economics in order to assess the pros and cons of regulatory impact assessment and other forms of legislative evaluation. Presented by Verschuuren (Tilburg U., the Netherlands), the papers first explore different perspectives of the development of ex ante evaluation, place evaluation within its political and institutional contexts, and review methodological aspects of ex ante evaluation. The practice of ex ante evaluation is then explored in the case of the European Commission's Impact Assessment System and in the national experiences of Sweden, Germany, and the Netherlands.
