Using the experiences of Massachusetts and other locales as cases in point, the contributors of these 17 essays concentrate on an approach that works from the grassroots rather than from the top down. They describe flexible, locally based approaches to managing growth in which residents are empowered in local decision making on zoning, water use, land protection, historic preservation, economic diversity, affordable housing, and reclamation of brownfields.
