Development scholars Ellis, Philip White (both U. of East Anglia), and Stephen Devereux (U. of Sussex) describe their effort, and the results of it, in the research wing of the Regional Hunger and Vulnerability Programme in southern Africa. They helped develop and test a template, the Regional Evidence Building Agenda, for conducting research about hunger through case studies comprising six modules: vulnerability, targeting, coordination and coverage, cost-effectiveness, asset effects, and market impacts. They share what was learned about each module, then demonstrate how the model works in 15 case studies from the region. Among them are a food subsidy program in Mozambique, an urban food program in Zimbabwe, neighborhood care points for orphans and vulnerable children in Swaziland, and social cash transfers in Zambia.
