Examining the relations between the Kingdom of Montenegro and the Kingdom of Serbia between 1910 and 1919, Pavlovic (U. of Alberta, Canada) argues that the unification of Montenegro and Serbia in 1918 and the subsequent establishment of the Kingdom of Serbs, Croats, and Slovenes (later Yugoslavia) was in fact an act of annexation of Montenegro that occurred with the political blessing of the Great Powers. However, the annexation elicited considerable sympathy in Montenegro, although that sympathy was based on the principle of equality between the two states, a principle that would not be fully realized.
