This fourth edition of an overview of rulemaking in the US reflects current conditions in the wake of the economic crisis. The book begins with a definition of rulemaking, an explanation of why it is crucial to our system of government, and a history of rulemaking in the US. It then explains how rules are written and examines issues and contradictions such as institutional capacity, quality in rulemaking, limitations of rulemakers, and management obstacles. Later chapters cover public participation in rulemaking, theories of rulemaking and reform proposals, and mechanisms of accountability that the three branches of government have developed to keep rulemaking in check.
