She discusses issues of agenda-setting, framing, political opportunity structure, and mobilizing structures and provides a historical analysis of the First International Women's Conference, efforts to achieve equal nationality rights in the 1920s and 1930s, and the three United Nations World Conferences for Women of the 1970s and 80s. She then presents two detailed case studies examining the conditions under which women's NGOs legitimized the issues of violence against women and reproductive rights.
