Scholars with the European Social Policy Analysis network noticed a few years ago a paucity of research into empirically and systematically conceptualizing, operationalizing, and measuring change within and across welfare states. Meetings were organized beginning in May 2005, and from them 12 papers emerged for publication focusing on the dependent variable problem in such analysis.
