Campbell (center for Strategic and International Studies) provides a framework for understanding the factors that shape nuclear policy. Case studies of eight long-term stalwarts of the nonproliferation regime (Egypt, Germany, Japan, Saudi Arabia, South Korea, Syria, Taiwan, and Turkey) demonstrate how easily even these countries could be pushed over the edge of the nuclear tipping point due to historical rivalries between neighboring nations, the implications of changes in US foreign and security policy, and the increased availability of nuclear technology.
