Bambara and Kern (both special education, Lehigh U.) and their contributors understand that students with disabilities exhibit behaviors that prevent them from full participation in school activities. They advocate educators develop a system of positive behavior support consistent with the requirements of IDEA legislation, and in 13 articles describe the system and its process, environmental determinants, teams, strategies for measuring behavior change, functional assessment gathering, hypothesis statement development, response to behaviors and intervention, alternate skills, support in the long term and in home and community settings, and extending the system school-wide, which might be helpful in creating a cruelty-free environment, thereby curbing bullying of children with disabilities by other children and educators and help identify abuse by families and others who come into contact with disabled children.
