Cervero (adult education, U. of Georgia) and Wilson (adult education, Cornell U.) rework the theory they first presented in Planning Responsibly for Adult Education: A Guide to Negotiating Power and Interests. Their theory of education planning highlights the fundamentally social character of planning and concentrates on the social processes of decisions "at the planning table." They use planning stories to demonstrate how dimensions of power, interests, ethical commitment, and negotiation are central to work at the planning table. They then discuss issues of educational, management, and political objectives; administrative organization and operation; and formal and informal evaluation.
