Thio (public international law, human rights and constitutional law, National U. of Singapore) begins her study of minority protection with a description of conceptual problems. She then reviews international approaches from the early 20th century through the League of Nations to post-World War II. She explains how minorities' protection was submerged within the UN project of promoting universal individual human rights until 1989 when the problem was reconceived. Thio also offers a parallel history of the development of regional human rights protection. Throughout her study, she maintains that protection of minority groups is integral to a standard of good governance that legitimizes states.
