The purpose of this work by Ramcharan (Human Rights Law Centre, U. of Nottingham, UK) is to present the fundamentals of international human rights treaty law in a way that can help state officials and legal advisers to put a human rights treaty regime into law and practice at the national level. He presents 12 legal propositions concerning the duties and responsibilities of national governments for implementing human rights law within their borders and considers how they apply to the content of the major international and regional human rights treaties and within the jurisprudence of their monitoring bodies.
