This study of poverty in South Asia is based on the proposition that poverty and income inequality ultimately derive from structural injustice in the social order and development process and therefore focuses on identifying policy and institutional measures that are intended to promote a more inclusive development process. Sobhan (chairman of the Centre for Policy Dialogue, Bangladesh) discusses the prevailing approach to poverty alleviation strategies; addresses the promotion of structural change in the areas of agrarian reform, enhancing the market power of the excluded, and democratizing educational opportunities; discusses policy and institutional interventions for promoting structural change in relation to budgetary policy, financial policy, broadening ownership of assets through collective action, and institutions for promoting collective action; and explores the political economy of structural change.
