Examining security relations among the three major countries of North America, Kilroy (regional and analytical studies, US National Defense U.), Sumano (international studies and international security, U. of Guadalajara, Mexico), and Hataley (Royal Military College of Mexico) explore the evolution of security approaches for each country before and after the September 11th attacks of 2001 (which prompted the US to adopt a unilateral approach to perimeter defense) and consider the prospects for developing a trilateral framework for regional security cooperation. Their analysis hinges on the security culture variables of institutions, identity, and interests as key factors in shaping security relations across the continent. Rather than simply presenting their own national perspectives separately and then drawing some comparative lessons, the authors have sought a synthesis of perspectives throughout the discussion.
