Participants and observers report on the achievements to date of the Albania/Hawaii Higher Education and Economic Development Project, which began in 2008 as a collaboration between scholars at the University of Hawai'i-Manoa and the Agricultural University of Tirane, Albania, with support from the US Agency for International Development. They examine the shift from a centrally planned economy to free markets, and the lasting effects of the change on the agricultural sector, extension, and universities.
