Latin America has been moving toward fiscal decentralization for decades, although through a variety of institutional and legal instruments throughout the countries involved. This book grew from two projects on decentralization and governance and emphasizes intergovernmental relations systems and public policies put in place to lessen multiple types of inequality in Latin America. Topics addressed include: reflections on two decades of social spending decentralization, fiscal decentralization and public investment, financing subnational governments, macroeconomics challenges of decentralization, and intergovernmental reforms and the role of international agencies.
