Ten chapters, presented by Totten (U. of Arkansas), combine topical review essays with annotated bibliographies on issues concerning impediments to the prevention of genocides through (military) interventions. Topics include realpolitik as the major impediment, lack of political will, denial of ongoing atrocities, the wording and interpretation of the UN Convention on the Prevention and Punishment of the Crime of Genocide, other aspects of the UN that constitute impediments, data limitations, the media, the international arms trade, the deterrent effect of criminal tribunals, and previous attempts to design mechanisms to prevent genocide. The review essays are relatively brief and the annotated bibliographies, ranging from four to ten pages each, contain full publishing information as well as summary descriptions.
