All German Jews were forced to join the Reich Association of Jews in Germany in 1939. The actions of Jewish functionaries of the organization bordered on collaboration, even as they sought to facilitate mass emigration of Jews to safer conditions. Author Meyer, a researcher at the Institute for the History of German Jews, studies the attitudes, mitigation efforts, and ultimate failure of the German-Jewish functionaries of the Reich Association in their desperate no-win situation.
