"Guerrilla government," in the author's terminology, is a form of dissent that occurs when career public servants work against the explicit or implicit wishes of their superiors, whether for motives noble or petty. In this work, she analyzes case studies of guerrilla government in US governmental institutions and considers the ethical and management challenges of dealing with the inevitable tensions between bureaucracy and democracy that give rise to guerrilla government.
