The front section of this volume of the Austrian Review of International Law is styled as an 'agora' (gathering place of ideas) on the topic of humanitarian disarmament, and is guest-edited by Markus Reiterer and Cornelia Kratochvil, both of whom have been involved in developing international arms conventions on behalf of the Austrian government and international bodies (neither of which, however, they are specifically representing here). The idea of humanitarian disarmament is presented as distinct from--or a sub-topic within--more familiar and technical disarmament efforts, which focus primarily on state security and only secondarily on the underlying goal of human security. Humanitarian disarmament firmly links the practice of arms oversight with the goals of international humanitarian law, as exemplified by agreements such as the 1996 Mine Ban Treaty and the 2008 Convention on Cluster Munitions. Contributions in this 'agora' address human rights, corporate liability, and the case for a nuclear weapons convention. The rest of the volume contains a section on current developments (comprised of a single, long article on responses to terrorist attacks); book reviews and book notes on some recent international law and human rights titles; and a customary section, for which the series is noted, on Austrian practice in international law 2010. An opening comment at the front of the book notes that both the editorial and advisory boards for this series have been 'refreshed'; a listing of the membership of both boards is printed in the forematter.
