This collection identifies the strengths and weaknesses of the EU in countering emergencies, threats, and crises on the basis of the toolbox made available to EU institutions by the Lisbon Treaty, highlighting how the EU legal order has been changed by such events. The 18 papers describe the new legal instruments for responding to humanitarian emergencies and terrorism threats, the obligations of solidarity stemming from Article 222 TFEU, and the impact of the Eurozone fiscal crisis on the European integration process. The closing chapters examine EU external representation in international organizations, the EU’s ability to address marine pollution and piracy, and cooperative projects between China and the EU managing Chinese disaster relief.
