Eighteen papers presented by Jordan (environmental sciences, U. of East Anglia, UK) introduce the basic "nuts and bolts" of European Union environmental policy and address current and future challenges. Historical and institutional context is provided in chapters covering roughly the past 50 years of policy development. The roles of member-states, the European Court of Justice, the European Parliament, and environmental groups are explored in a section on policy actors. Contributions on policy dynamics cover rules and rulemaking in the European Union, "task expansion" in environmental policy, and the variety of member state reactions to Europeanization. Other studies consider US and European approaches to biotechnology regulation, EU negotiations over emissions trading at the Kyoto global warming talks, enlargement of the EU, and the development of "new environmental policy instruments" that avoid "command and control" legislation.
